Appointed Authority / Lifting Supervisor

Job Purpose

The Appointed Authority / Lifting Supervisor is responsible for planning, supervising, and safely executing all lifting operations in accordance with company procedures, client requirements, and international standards. The role ensures all lifting activities are properly risk assessed, adequately staffed, and executed using certified lifting equipment and competent personnel within oil & gas environments.

Key ResponsibilitiesLifting Operations Management

• Plan and coordinate all routine and non-routine lifting activities.
• Review and approve lifting plans, method statements, and risk assessments.
• Ensure lifting operations comply with:
• LOLER
• BS 7121
• ADNOC / ARAMCO / QP / client lifting procedures
• HSE regulations and project standards
• Act as the focal point for all crane and lifting activities on site.
• Verify ground conditions, crane positioning, load calculations, and lifting configurations before execution.
• Ensure proper selection and certification of cranes, lifting gear, and accessories.

Supervision & Safety

• Supervise lifting supervisors, riggers, signalmen, and crane operators.
• Conduct toolbox talks and pre-lift meetings.
• Stop any unsafe lifting operation immediately.
• Ensure exclusion zones and lifting barriers are maintained.
• Monitor critical lifts, tandem lifts, and heavy lifting operations.
• Ensure all personnel involved in lifting activities are competent and certified.

Documentation & Compliance

• Review:
• Lift plans
• Crane studies
• Rigging studies
• Equipment inspection certificates
• Operator and rigger certifications
• Maintain lifting registers and inspection records.
• Coordinate third-party inspections for lifting equipment.
• Participate in HSE audits, incident investigations, and safety reviews.

Coordination

• Liaise with:
• Construction teams
• HSE department
• Marine operations
• Engineering teams
• Client representatives
• Coordinate lifting schedules to avoid operational conflicts.
• Support shutdowns, maintenance activities, and module erection operations.

Required Qualifications

• Diploma or Degree in Mechanical Engineering or related discipline preferred.
• Valid Appointed Person / Appointed Authority certification.
• LEEA / CITB / OPITO certification preferred.
• Banksman / Rigger certification knowledge advantageous.
• Valid offshore certifications (if offshore project):
• BOSIET
• H2S
• HUET

Experience Requirements

• Minimum 8–15 years of lifting operations experience in the oil & gas industry.
• Minimum 5 years as Appointed Authority / Lifting Supervisor.
• Experience in:
• Offshore platforms
• Refinery projects
• Petrochemical plants
• EPC construction projects
• Shutdown/turnaround activities
• Strong experience with:
• Heavy lifting
• Critical lifts
• Tandem crane operations
• Modular installation
• Confined area lifting operations

Technical Skills

• Knowledge of crane load charts and lifting calculations.
• Familiarity with mobile cranes, crawler cranes, tower cranes, and offshore cranes.
• Ability to develop and review lifting studies.
• Strong understanding of rigging hardware and lifting accessories.
• Proficient in Microsoft Office and lifting management systems.

HSE Responsibilities

• Participate in emergency response drills.
• Report unsafe acts, near misses, and incidents immediately.
• Ensure PPE compliance during all lifting activities.
