Risk Management - Head of section

Job Purpose
Lead the enterprise risk management (ERM) function for Dubai Health by establishing and embedding effective risk frameworks, methodologies, and governance practices across the organization. Provide objective, data-driven insights and challenge to management, enabling informed decision-making, strengthening risk oversight, and ensuring alignment with Dubai Health policies and UAE regulatory requirements.
Roles & Responsibilities
- Develop the enterprise risk management strategy and ensure alignment with Dubai Health objectives and regulatory expectations and independence from operational management
- Approve risk methodologies, assessment tools and reporting standards to ensure consistency and comparability across entities.
- Lead annual risk identification, assessment, and prioritization across all entities.
- Maintain oversight of the enterprise risk register, ensuring completeness, accuracy and appropriate calibration of risk ratings. Review high level risks and ensure proper escalation to senior leadership and the Audit and Risk Committee.
- Evaluate control effectiveness through reviews, testing, and engagement with risk owners.
- Direct the preparation of quarterly risk dashboards, heat maps, and trend analyses.
- Advise and challenge business units on the adequacy of mitigation strategies and action plans, ensuring risks are managed within defined appetite levels. Monitor completion of corrective actions and validate effectiveness of new controls.
- Oversee the definition and monitoring of key risk indicators (KRIs), ensuring effective early warning mechanisms and timely escalation of deviations. Provide strategic advice on emerging risks including regulatory changes, cyber threats, and patient safety concerns.
- Support business continuity planning and ensure regular testing of recovery procedures.
- Coordinate with Internal Audit to ensure appropriate risk coverage, while maintaining clear functional independence and avoiding duplication of assurance activities. Review and approve policies to ensure they reflect proper risk governance and ownership.
- Prepare and deliver risk awareness programs to embed and strong risk culture across Dubai Health.
- Represent the risk function in executive meetings and governance committees to provide independent risk perspective and recommendations.
- Liase with external regulators and ensure compliance with UAE health and governance requirements.
- Manage the Risk Management Section team, including performance, development, and workload planning.
Qualification Requirements
Bachelor’s degree in Business, Finance, Accounting, Healthcare Management, or any other related field.
Master’s degree in Business, Risk, Healthcare management or any other related field.
Certification in Professional certification such as CRM, CRMA, CIA, CISA, CFE, or ISO: 31000.
Experience Requirements
8-10 years in Risk Management, Internal Audit, or Governance and Compliance.
3-5 Years in Healthcare or Government entities in the UAE.
2-3 Years in In supervisory position is preferable.
