Job Purpose

Responsible for establishing, leading, and sustaining the organization’s enterprise data governance framework to ensure that healthcare data is accurate, secure, compliant, and strategically aligned with business and clinical objectives.

The role provides strategic leadership over data policies, standards, ownership, quality, privacy, data integrity, accountability, and security, ensuring compliance with Saudi regulations (NDMO, PDPL, NCA) and healthcare accreditation requirements, while enabling trusted data for operational excellence, analytics, and digital transformation.

Roles and Responsibilities

  • Develop and implement corporate-wise data governance policies.
  • Ensure work is performed based on approved policies, processes, procedures, and instructions
  • Identify opportunities for continuous improvement of systems, processes and practices considering leading practices, cost reduction and productivity improvement
  • Ensure day-to-day activities are properly performed in line with policies and procedures
  • Follow-up on escalated cases/issues of subordinates to ensure they are closed efficiently and in a timely manner.
  • Lead the organization’s data governance strategy in alignment with enterprise objectives and digital transformation initiatives.
  • Ensure full compliance with NDMO Data Governance Framework, Saudi PDPL, NCA cybersecurity controls, and MOH data regulations.
  • Establish accountability for data ownership, stewardship, and quality across all data domains (clinical, operational, financial).
  • Promote a data-driven culture supported by high data quality, transparency, and ethical data usage.
  • Support executive decision-making by ensuring availability of trusted, governed, and secure data.
  • Ensure organizational readiness for CBAHI, JCI, regulatory, and data governance audits.
  • Oversee the Data Governance Committee to review compliance, resolve disputes, and escalate issues.

Provide training and education to stakeholders on governance principles and responsibilities

Conduct periodic audits to ensure adherence to governance protocols and rectify non-compliance

Functional Accountabilities

  • :Design, implement, and maintain the enterprise data governance framework in line with NDMO domains or any related regularity authority

  • .Develop and approve data governance policies, standards, procedures, and operating models

  • .Define data ownership, stewardship roles, and governance committees

  • .Establish governance KPIs and maturity assessment mechanisms

  • .Data Quality & Master Data Governance

  • :Oversee enterprise data quality management, standards, and controls

  • .Ensure consistent master and reference data management across systems

  • .Monitor data quality performance and drive corrective actions

  • .Data Privacy & Protection Oversight

  • :Ensure governance alignment with PDPL requirements and privacy-by-design principles

  • .Oversee personal data protection, consent management, and data subject rights processes

  • .Coordinate with Legal, Compliance, and Data Protection teams

  • .Data Security & Risk Management

  • :Ensure data governance alignment with NCA ECC and cybersecurity requirements

  • .Oversee data classification, access control, retention, and secure data sharing frameworks

  • .Manage data-related risks and incident escalation

  • .Metadata, Architecture & Interoperability

  • :Govern enterprise metadata management, data dictionaries, and lineage

  • .Collaborate with Enterprise Data Architecture to ensure standardized models and interoperability

  • .Support adoption of healthcare data standards (HL7, FHIR, ICD, SNOMED)

  • .Stakeholder Engagement & Enablement

  • :Lead cross-functional governance forums with clinical, IT, analytics, and operations teams

  • .Act as the executive authority for data governance decisions and escalations

  • .Support training and awareness programs to embed governance practices
