HR Business Partner serves as a strategic consultant and trusted advisor, supporting the leadership team across CosmeSurge cluster. He/she bridges HR practice and operational excellence, guiding workforce planning, employee relations, talent development, and policy compliance while enabling a unified, high ‑ performing organizational culture aligned with our healthcare goals.

Talent Management & Acquisition

  • Liaising with the Corporate TA team and leading the hiring process of CosmeSurge cluster for all healthcare professionals and Emiratization requirements.
  • Advise and support unit heads on end-to-end recruitment, onboarding, and retention strategies tailored to each facility.
  • Enhance talent pipeline development, including succession planning and leadership development across all units.
  • Continue to provide efficient, cost effective and high-quality support to managers in recruitment and selection within the minimum timeframe.
  • Support Emiratization and other regulatory initiatives, maintaining compliance across units.

Strategic HR Partnership

  • Collaborate with divisional and unit leadership to align HR strategies with operational goals and organizational values.
  • Providing business partnering support to the operations team with organizational development initiatives to improve team effectiveness and efficiency.
  • Supporting in the workforce planning by analyzing staffing needs and addressing skill gaps.
  • Partner in designing and implementing strategic HR initiatives, including policies, procedures, organizational development, change management, and transformation.

Employee Relations & Engagement

  • Act as a trusted advisor in managing complex employee relations issues; lead investigations, grievance handling, and disciplinary matters fairly and consistently.
  • Promote employee engagement through proactive initiatives, feedback mechanisms, and consistent communication across all facilities.
  • Develop and implement various employee engagement initiatives to enhance staff morale and retention.

Performance Management & L&D

  • Facilitating performance management processes, including goal setting, evaluations, and feedback.
  • Partner with the L&D function to identify training needs and scale capability-building programs across hospitals and clinics.

HR Analytics & Reporting

  • Leverage HR metrics (e.g., turnover, engagement, performance indicators) to inform strategy and track progress across units.
  • Prepare regular HR MIS and insights for senior leadership.

HR Operations & Supervision

  • Oversee HR service delivery across all units; ensure employee data accuracy, workforce administration, and payroll coordination.
  • Ensure HR policies and procedures are consistently applied and updated in line with UAE labor laws, healthcare regulations, and accreditation standards.
  • Mentor HR Officers and Coordinators assigned to respective tasks.
  • Conducting routine audits of Employee records to always ensure proper maintenance.
  • Responsible for handling employee exit interviews for staff leaving.

Other Responsibilities

  • Continue to support the team with the organizational employee engagement and welfare programs to encourage a positive organizational culture & to encourage innovation and collaboration.
  • Participate in discipline and grievance procedures as appropriate.
  • Exercise good judgment and maintain confidentiality in maintaining critical and sensitive information, records, and reports.
  • Effectively and consistently communicating with administrative personnel and encouraging interactive departmental meetings and discussions.
  • Communicates the mission ethics and goals as well as the focus statement of the department.
  • Professional attitude and aptitude towards communication keeping in mind that in every communication to internal or external customers the company is represented.

Qualifications Required

  • Master’s degree in human resources or related field; HR certifications (e.g., CIPD, SHRM) preferred.

Experience

  • Minimum 8 - 10 years in a similar organization with at least 3 years in a senior role.
