  1. Participate in reviewing and developing section operational plan to insure it’s aligned with DHA strategic themes, goals and objectives.

  2. Recommend improvement opportunities in a corporate level through bench marking other government organizations.

  3. Provide advice, assistance and follow on department policies, procedures, and documentation.

  4. Review section performance indicators and take necessary correction actions as needed.

  5. Undertake advance statistical analysis of complex survey results, using large database.

  6. Recommend improvement opportunities through bench marking other government organizations.

  7. Supervise other teams/committees formed to fulfill excellence criteria requirements, and monitor their outcomes, provide technical support/consulting when required.

  8. Conduct gap analysis related to the scope of this section.

  9. Perform any other duties as assigned.

Qualifications

المؤهلات العلمية:

  • درجة البكالوريوس في الإدارة، الإدارة العامة، إدارة الجودة، إدارة الأعمال، أو أي تخصص ذي صلة.

  • يفضل الحصول على درجة الماجستير في الإدارة، التخطيط الاستراتيجي، التطوير المؤسسي، أو مجال مرتبط بطبيعة الوظيفة.

  • شهادات مهنية متخصصة في مجالات مثل: التخطيط الاستراتيجي، إدارة الأداء، إدارة الجودة الشاملة، مؤشرات الأداء، التميز المؤسسي، أو التحليل الإحصائي.

  • معرفة متقدمة بالأدوات والمنهجيات الإحصائية، وبرامج تحليل البيانات (مثل Excel المتقدم، Power BI، أو ما يعادلها

  • المهارات اللغوية: يفضل إجادة اللغة العربية واللغة الإنجليزية (قراءة وكتابة وتحدثاً) لأغراض التقارير والتواصل مع المعنيين والامتثال للمتطلبات التنظيمية.

Required Minimum Qualification:

الخبرات العملية :

  • الحد الأدنى: 8–10 سنوات خبرة مهنية إجمالية، منها 4–5 سنوات على الأقل في التخطيط الاستراتيجية وادارة الأداء

  • الخبرات العملية:

  • خبرة في تطوير ومراجعة الخطط التشغيلية.

  • خبرة في إدارة وتحليل مؤشرات الأداء المؤسسي.

  • خبرة في إجراء Benchmarking وتحديد فرص التحسين.

  • خبرة في التحليل الإحصائي المتقدم.

  • خبرة في إعداد وتطوير السياسات والإجراءات المؤسسية.

  • خبرة في تنسيق وإدارة الفرق او اللجان

  • خبرة في إجراء تحليل الفجوات وإعداد خطط العمل.

  • خبرة في إعداد التقارير الفنية ورفع التوصيات.

  • خبرة في التعامل مع أنظمة الأداء المؤسسي

The Dubai Health Authority (DHA) was created, in June 2007, by Law 13 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, with an expanded vision to include strategic oversight for the complete health sector in Dubai and enhance private sector engagement. His Highness Sheikh Hamdan Bin Rashid Al Maktoum, Deputy Ruler of Dubai and UAE Minister of Finance is the President of the Dubai Health Authority and His Excellency Humaid Mohammed Obaid Al Qatami is the chairman of the board of the Dubai Health Authority. The DHA's aim in Dubai is to provide an accessible, effective and integrated healthcare system, protect public health and improve the quality of life within the Emirate. This is a direct translation of the objectives of the Dubai Strategic Plan 2015 launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum. Keeping the strategic plan in mind, the DHA's mission is to ensure access to health services, maintain and improve the quality of these services, improve the health status of nationals, residents and visitors and oversee a dynamic, efficient and innovative health sector. In addition to overseeing the health sector for the Emirate of Dubai, the DHA also focuses on providing services through DHA healthcare facilities including hospitals (Latifa, Dubai, Rashid and Hatta), specialty centres (e.g. the Dubai Diabetes Center) and DHA primary health centres spread throughout the Emirate of Dubai. The main pillars of service delivery at DHA health facilities are quality, efficiency, patients and staff. It is our aim to maintain and improve the quality and efficiency of DHA health services. An important aspect of the service delivery strategy is to focus on patients, their needs and satisfaction as well as attract, retain, nurture and support outstanding staff.
