ABOUT THE COMPANY

Seline Clinic is Russia’s premier full-cycle aesthetic medical clinic, renowned for offering world-class services in plastic surgery and aesthetic treatments. As part of our exciting expansion into the Middle East, including the launch of a hospital, aesthetic clinic, and day surgery center in Dubai, we are seeking an experienced IT Manager to join our dynamic team.

As an IT Manager, you will lead the entire IT function, ensuring seamless technology operations across all facilities. You will play a critical role in building and maintaining the IT infrastructure for a fast-growing healthcare startup, working closely with management, medical teams, and external vendors to support operational excellence and scalable growth.

JOB RESPONSIBILITIES

IT Infrastructure & Systems Management

  • Supervise all IT-related operations within the company, identifying areas for improvement to support expansion and operational efficiency.
  • Ensure compliance and integration with NABIDH (Dubai Health Information Exchange) and other Dubai Health Authority (DHA) digital systems.

Equipment Management

  • Inspecting network and server equipment for operability; installing additional lines when required.
  • Managing sound systems, notifications, and volume control.
  • Monitoring and maintaining Wi-Fi, CCTV cameras, and TVs, including uploading promotional content.
  • Maintaining employee work equipment (computers, phones, laptops).
  • Replacing cartridges and handling minor printer repairs.

Software Management

  • Full support and administration of production systems ( Simplex, Zoho, Bitrix ).
  • Liaising with contractors, drafting technical specifications, and preparing user instructions.
  • Providing end-user training, support for HIS applications, including troubleshooting issues and raising support tickets with vendors when required.
  • Managing patient re-invoicing processes for accurate financial system records.
  • Organizing email campaigns via MailChimp and managing corporate communication tools (WhatsApp, Telegram, Instagram, etc.).
  • Training staff on office tools (Word, Excel, Gmail, and other productivity software).
  • Managing corporate antivirus systems (Kaspersky).
  • Administering Active Directory (user creation, access rights, password management).
  • Managing access control systems, issuing employee passes, and generating monthly reports.
  • Ensure healthcare system integrations comply with Dubai standards, including NABIDH data submission, patient record synchronization, and reporting requirements.

Network & Security

  • Ensure secure, reliable, and high-performing IT infrastructure, including proactive monitoring and issue resolution.
  • Ensure compliance with UAE healthcare data protection regulations and DHA cybersecurity standards.

Monitoring & Maintenance

  • Utilize systems like Zabbix for diagnostics, preventive maintenance, and minimizing downtime.

Reporting

  • Generate regular IT performance and system reports for management.
  • Prepare and support submission of required digital health reports and statistics to DHA/NABIDH systems.
  • Prepare comprehensive MIS reports to support data-driven decision-making.

Vendor & Procurement Management

  • Select, procure, and manage IT equipment and systems.
  • Maintain records of payments and invoices related to IT services and hardware.
  • Manage relationships with IT vendors and service providers.

Internal Collaboration

  • Work closely with all departments to ensure efficient use of IT systems and support operational needs.
  • Coordinate with medical and administrative teams to ensure accurate capture of patient data for reporting and compliance purposes.

Development & Strategy

  • Actively participate in the development of IT services and infrastructure aligned with the clinic’s growth strategy.
  • Support implementation of digital health initiatives aligned with Dubai healthcare regulations and smart health strategies.

General Support

  • Provide technical support to staff, including assistance with equipment setup and relocation (including heavy equipment when necessary).
  • Availability required outside working hours and on weekends for urgent support (only if required).

  • System Uptime: Ensure maximum availability and reliability of IT systems.
  • Issue Resolution Time: Minimize downtime through prompt troubleshooting and resolution.
  • User Satisfaction: Maintain high levels of internal user satisfaction with IT services.
  • Security Compliance: Ensure systems are secure and compliant with best practices.
  • Operational Efficiency: Optimize IT processes to support business growth.
  • Cost Management: Efficient procurement and management of IT resources.
  • Training Effectiveness: Ensure staff are proficient in required software and tools.
  • Regulatory Compliance: 100% compliance with DHA and NABIDH integration and reporting requirements.
  • Data Accuracy: High accuracy of patient data and reporting submitted to Dubai health authorities.

JOB QUALIFICATIONS

  • Bachelor’s degree in Information Technology, Computer Science, or a related field.
  • Proven experience as an IT Manager or similar role, preferably in healthcare or startups.
  • Mandatory experience with Simplex, Zoho, and Bitrix systems.
  • Experience in setting up IT infrastructure for hospitals, aesthetic clinics, or day surgery centers in Dubai is required.
  • Strong knowledge of networking, servers, cybersecurity, and system administration.
  • Experience with Active Directory, antivirus systems, and monitoring tools (e.g., Zabbix).
  • Experience working with NABIDH integration and DHA digital health systems is mandatory.
  • Familiarity with UAE healthcare regulations, data protection laws, and medical reporting standards.
  • Strong problem-solving and analytical skills.
  • Excellent communication and interpersonal abilities.
  • Ability to work in a fast-paced startup environment.
  • High attention to detail and reliability.
