Job Purpose

Contribute to the enterprise risk management (ERM) function for Dubai Health by providing expertise to the design and implementation of risk frameworks, methodologies, and reporting processes. Facilitate the identification, assessment and monitoring of clinical, operational, financial and technology risks, while delivering high-quality analysis and insights to support decision-making. Promote risk awareness and ensure alignment with Dubai Health policies and UAE regulatory requirements.

Roles & Responsibilities

  • Contribute to the development and enhancement of the enterprise risk management strategy and ensure alignment with Dubai Health objectives .
  • Design and create risk methodologies, assessment tools, and reporting standards in line with leading risk management practices.
  • Facilitate the enterprise-wide risk assessment process, including risk identification, analysis, and prioritization in collaboration with business units. Maintain the enterprise risk register and ensure completeness, accuracy and consistency of risk ratings.
  • Review high level risks and ensure proper escalation to senior leadership and the Audit and Risk Committee.
  • Evaluate control effectiveness through reviews, testing, and engagement with risk owners.
  • Develop periodic risk reports, including dashboards, heat maps, and trend analyses, ensuring clarity, insight, and data integrity. Guide and advise business units on developing and implementing risk mitigation strategies and plans.
  • Monitor completion of corrective actions and validate effectiveness of new controls.
  • Track and analyze key risk indicators (KRIs), identifying trends, anomalies and potential risk exposures. Assist in providing strategic advice on emerging risks including regulatory changes, cyber threats, and patient safety concerns.
  • Support business continuity planning and ensure regular testing of recovery procedures.
  • Liaise with Internal Audit and other assurance functions to provide risk insights and ensure alignment of risk coverage. Review and enhance risk-related policies and procedures to ensure they reflect proper risk governance and ownership.
  • Deliver risk awareness programs to strengthen understanding across Dubai Health to embed a strong risk culture.
  • Build and maintain effective working relationships with external regulators and ensure compliance with UAE healthcare and governance requirements.

Qualification Requirements

Bachelor’s degree in business, Finance, Accounting, Healthcare Management, or any other related field.

Master’s degree in business, Risk, Healthcare management or any other related field.

Certification in professional certification such as CRM, CRMA, CIA, CISA, CFE, or ISO 31000.

Experience Requirements

5-8 Years in Risk Management, Internal Audit, or Governance and Compliance.

2-3 Years in Healthcare or Government entities in the UAE.
