JOB SUMMARY
Reporting to the Chief Medical Officer, the Executive Director – Medical Services, assists Sidra to deliver the highest standards of medicine.
The Executive Director – Medical Services is responsible for managing the clinical administration of the CMO office and ensure proper corporate alignment with the Executive Management Team, Board and Board subcommittee and completion of assigned tasks, especially as it relates to the strategic plan. The post holder is responsible for Medical Workforce Management and supports the CMO Office in recruitment, engagement, and management of the medical workforce at all levels. The Executive Director of Medical Affairs is responsible for providing physician executive and professional level leadership to the clinical departments, clinical departments programs, initiatives, and medical committees. The Executive Director of Medical Affairs is responsible for overseeing Patient Experience initiatives related to Medical Staff that fulfill the mission of Sidra Medicine ensuring that all services are orchestrated to deliver the greatest possible patient experience.
The Executive Director – Medical Services oversees the delivery of the Clinical Governance Framework as it relates to the CMO office functions by responding to the requests for the development of patient focused initiatives, staff quality assurance programs, healthcare standards program development, integrating Joint Commission International standards, National Patient Safety Goals, Quality programs, Credentialing and Privileging and Licensing programs. The postholder is also responsible for monitoring and analysis of all Clinical Key Performance Indicators for the MO office ensuring that all targets are achieved as per international benchmarks.
The role of the Executive Director of Medical Services is to provide strategic and operational clinical leadership for all elements of the portfolio of services within the CMO Office.
KEY ROLE ACCOUNTABILITIES
Clinical Leadership and Strategy
- Collaborates with the CMO and Executive Leadership Team to develop and execute strategic plans to enhance clinical outcomes and patient satisfaction.
- Provides professional leadership and strategic clinical direction to medical staff, fostering a culture of excellence in patient care.
- Supports the work of the Medical Executive Committee, as required.
Clinical Governance and Quality
- Manages the Office of the CMO clinical governance processes, ensuring quality, effectiveness, and efficiency of clinical services and professional performance.
- Leads and supports initiatives to improve clinical quality, patient safety, and regulatory compliance, in alignment with hospital policies and accreditation standards.
- Develops clinical pathways and advise on best practice to enhance patient care and outcomes.
- Contributes to the development and administration of policies, strategic planning, and review of clinical protocols.
- Collaborates with the Quality Improvement and Patient Safety Committee in relation to key patient safety initiatives and priorities, ensuring that information and actions are cascaded to the relevant groups.
- Works collaboratively with the Clinical Departments to facilitate the monitoring of Quality key performance indicators.
- Develops a close working relationship with the Quality and Safety teams and oversee the implementation of clinical interventions to reduce avoidable harm in accordance with patient safety recommendations.
Medical Workforce Management
- Drives and facilitates strategies for physician recruitment, retention and staffing in collaboration with the Clinical Departments leadership.
- Develops specialty-level clinical models for workforce planning and ongoing service enhancements.
- Continuously review medical workforce allocations to ensure appropriate skill levels and efficiencies.
- Provides professional leadership and strategic clinical direction to medical staff, fostering a culture which values continuing professional development and strives for excellence in the delivery of patient care.
Performance Management and Oversight
- Establishes performance metrics and benchmarks for clinical departments and physician performance and regularly assess and report to the CMO and executive leadership.
- Directs human, financial, and physical resources across areas of responsibility, ensuring effective utilization within budget.
- Evaluates progress against business and strategic plans, providing timely reports and recommendations to the CMO to ensure objectives and targets are met.
- Collaborates with the CMO and Executive Leadership Team in the development and execution of strategic plans to enhance clinical outcomes and patient satisfaction.
Patient Experience and Safety
- Oversees Patient Experience initiatives related to the medical staff.
- Collaborates with Chairs and Division Chiefs to achieve goals exceeding national and international benchmarks in patient safety.
- Champions’ safety improvements and collaborates with Quality and Safety team to reduce avoidable harm.
- Oversees the analysis of all patient metrics, Patient Satisfaction Surveys, written and verbal compliments and complaints and qualitative data from multiple sources.
Collaboration and Partnerships
- Facilitates collaboration with external agencies and academic institutions for research, education, and business collaboration.
- Collaborates with Hamad Medical Corporation, the Ministry of Public Health, and Primary Health Care Corporation to support an integrated clinical care for Qatar.
- Establishes and maintains positive working relationships with internal and external stakeholders to achieve the goals of Sidra and the Office of the CMO.
- Develops effective partnerships with education providers and professional bodies to ensure appropriate correlation between service and training needs.
Additional Responsibilities
- Operationally leads and manages large-scale complex problems to resolution, including associated risks and issues.
- Participates in a variety of meetings and task force groups to improve quality and outcomes, resolve problems, and maintain knowledge of new developments and policy requirements.
- Undertakes special projects and duties as assigned by the CMO, assisting with managing day-to-day activities and prioritizing tasks.
- Promotes the Sidra mission, values, and guiding principles across areas of responsibility.
- Ensures self and teams’ adherence to Sidra’s standards as they appear in the Code of Conduct and Conflict of Interest policies.
Clinical Patient Care
- Manages clinical responsibilities as part of the role, holding an active license to practice, with a structured allocation of time to direct patient care in addition to administrative functions.
QUALIFICATION & EXPERIENCE
Education
- Medical degree from an accredited school of medicine
- Residency training in Specialty area
- Subspecialty Fellowship in Specialty area (or equivalent training)
- Certification by a medical specialty board approved by Sidra Medicine
And
- Higher degree in Management or Public Health Medicine
Experience
15+ years of experience with progressive responsibilities in a healthcare setting inclusive of:
- 5+ years of post-residency clinical experience in the relevant field and academic leadership experience
- Proven experience of partnership working and stakeholder management at the highest levels.
- Proven leadership experience
- Significant experience in building organizational capabilities, including establishing a clear strategic vision and direction and translating into successful outcomes .
* Exceptions to the experience requirement may be granted for Qatari nationals (internal and external candidates), with a reduction of up to two (2) years.
