Role Purpose

Review the design of public and private healthcare facilities in Dubai to ensure compliance with DHA requirements, Dubai codes, patient safety, infection prevention and control, and operational efficiency.

Key Responsibilities

  • Review and evaluate designs of new healthcare facilities in accordance with applicable standards and guidelines, and within established KPIs.
  • Review and evaluate proposed amendments to existing healthcare facility layouts in accordance with applicable standards and guidelines, and within established KPIs.
  • Check design and other documents for consistency, completeness, and coordination across disciplines.
  • Validate room layouts, functional adjacency, and circulation flows (patients, staff, materials, and waste) against approved functional plans.
  • Prepare design review comments, reports, and recommendations across project initial or final stages.
  • Meet with consultants assigned by the investor, as requested.
  • Participate in reviewing other licensing applications and meeting targets.
  • Participate in reviewing and updating policies, standards, and guidelines.
  • Conduct site visits when required and support inspection team in validating clinical spaces and building systems prior to operation.
  • Perform any other duties assigned by the Director or Head of Section.

Qualifications

Qualifications

  • Bachelor degree in Civil, Architectural, Biomedical, , or a related field.
  • Experience in healthcare facility design is preferred.
  • Familiarity with healthcare planning/design guidelines and relevant codes.
  • Ability to interpret architectural and engineering drawings/specifications; and proficiency with design review tools (e.g., Bluebeam, AutoCAD viewers, PDF Professional) and MS Office.

Skills & Competencies

  • Understanding of hospital/clinic workflows, clinical support spaces, and typical departmental requirements.
  • Strong analytical and problem-solving skills, with the ability to propose practical design improvements.
  • Effective communication and stakeholder engagement skills (e.g., clinical staff, designers, contractors).
  • High attention to detail, strong documentation practices, and ability to manage multiple projects in parallel.

The DHA's aim in Dubai is to provide an accessible, effective and integrated healthcare system, protect public health and improve the quality of life within the Emirate. This is a direct translation of the objectives of the Dubai Strategic Plan 2015 launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum. Keeping the strategic plan in mind, the DHA's mission is to ensure access to health services, maintain and improve the quality of these services, improve the health status of nationals, residents and visitors and oversee a dynamic, efficient and innovative health sector. In addition to overseeing the health sector for the Emirate of Dubai, the DHA also focuses on providing services through DHA healthcare facilities including hospitals (Latifa, Dubai, Rashid and Hatta), specialty centres (e.g. the Dubai Diabetes Center) and DHA primary health centres spread throughout the Emirate of Dubai. The main pillars of service delivery at DHA health facilities are quality, efficiency, patients and staff. It is our aim to maintain and improve the quality and efficiency of DHA health services. An important aspect of the service delivery strategy is to focus on patients, their needs and satisfaction as well as attract, retain, nurture and support outstanding staff.
