EMS Director / Advanced Paramedic

Role Summary

We are seeking a highly experienced and licensed EMS Director / Advanced Paramedic to lead and oversee Emergency Medical Services operations in Dubai. This leadership role combines advanced clinical expertise with strategic, operational, and regulatory oversight, ensuring full compliance with DCAS regulations, DHA standards, and UAE healthcare laws.

The successful candidate will be responsible for maintaining high clinical standards, operational readiness, team leadership, and continuous quality improvement within the EMS department.

Key Responsibilities

• Direct and manage day-to-day EMS operations in line with DCAS policies and UAE regulations.
• Provide clinical leadership and ensure delivery of high-quality pre-hospital emergency care.
• Ensure full regulatory compliance with DCAS, DHA, MOHAP, and other relevant authorities.
• Develop and implement clinical guidelines, SOPs, and operational policies.
• Oversee staffing, recruitment, duty rosters, performance management, and discipline.
• Lead training programs, CME activities, and competency assessments.
• Coordinate with DCAS, hospitals, medical centers, and government entities.
• Ensure ambulance fleet readiness, equipment compliance, and medication management.
• Monitor KPIs, response times, clinical audits, incident reporting, and quality initiatives.
• Act as primary operational lead during major incidents, inspections, and audits.
• Prepare operational and regulatory reports as required.

Mandatory Requirements

• Licensed Advanced Paramedic with DCAS eligibility or approval.
• Minimum 3+ years of EMS leadership or management experience in the UAE or equivalent regulated EMS system.
• Strong knowledge of DCAS regulations and UAE emergency response frameworks.
• Proven experience managing EMS teams and emergency deployments.
• Excellent leadership, decision-making, and communication skills.
• Ability to operate effectively under pressure.

Preferred Qualifications

• Bachelor’s degree in Paramedicine, EMS, Healthcare Management, or related field.
• Certifications such as ACLS, PALS, ITLS / PHTLS, and disaster management training.
• Experience with DCAS-approved EMS providers.
